The Early Childhood Education Association (ECEA) is committed to transforming Colorado’s child care industry for the better, and we need your support to make it happen. Here’s how we’re working to support child care programs statewide—and how you can help.

Legislative & Administrative Priorities

1. Unfreezing CCCAP Funding
   The Colorado Child Care Assistance Program (CCCAP) is critical for families and providers, but it’s currently stuck on freeze lists. We’re actively collaborating with the Colorado Department of Early Childhood (CDEC) to hear when their Federal Waiver is approved so that we can provide localized advocacy for the freezes to be lifted.  Behind the scenes, we’re pushing for the redirecting of funding from Universal Pre-K (UPK) to CCCAP and exploring long-term fixes to prevent future freezes.
2. Proactive Deregulation & Streamlining Administrative Processes
   With federal rule changes on the horizon, we’re working with legislators to rethink outdated regulations. This is our chance to address structural barriers and innovate how child care operates in Colorado. Have ideas for changes that could make a difference? Share them with us!  ECEA is also collaborating with CDEC to address administrative hurdles, like lost child reporting, that undermine your business. Exciting changes are coming soon! We’re also supporting programs in securing property tax waivers under SB24-002.
3. Tax Exemptions for Child Care Businesses
   We’re advocating for statewide tax exemptions for private child care programs, similar to those for public schools and some nonprofits.
