CCCAP Update 1/14/26
CDEC has clarified that the CCCAP direct service draw for December will be done next week. That would fall within the two week status quo period established by the NJ District Court late Friday. Funds they drew down since Friday have been for the other funding responsibilities. The lawyers did the TRO for 5 states because they wanted to make sure they had time to apply for an injunction. We will hear if we reach a critical funding deadline that is not funded and will then engage you for advocacy action in our state. We are watching this VERY closely. We encourage you to look at CCCAP as status quo for the time being unless you hear from us differently. Lot's of gears are turning in the program to ensure that families and programs are not undermined.
We do have enough funds to pay for services provided through January 31st. Next weeks drawdown would extend that out further.
Questions that you may have:
1) Should I terminate CCCAP families and replace them with private pay families?
- Programs have to do what they have to do to sustain their program. No one wants to terminate CCCAP families. Children on CCCAP that move on to Kindergarten will leave your program and other children will not replace them in your program if your county is on a freeze. Only you know the difficulty you have enrolling private pay families and whether this is a move you have to make.
- PLEASE base business decisions that ensure your longevity based on business circumstances rather than on your heart. If you are not here tomorrow, you won't be able to serve ANY families, including the one that you sacrificed your business for.
2) How many kids have rolled off of CCCAP recently?
- Just with county freezes we've had a decrease of nearly 9,000 CCCAP children served statewide since FY 2023-24. Without program changes that number will continue to decrease over the next 4 fiscal years by a projected 6,650 children.
3) What is ECEA doing about it?
- ECEA is working with legislators to alleviate pressures on the CCCAP system through pending legislation. We've been working with Senator Bright in high level meetings to discuss solutions and to effect legislative changes to support the sustainability of the CCCAP program in Colorado.
- The Governor's office has an additional idea to alleviate pressure on CCCAP for school aged children participating in the program.
- These programs may alleviate pressure on CCCAP, enabling the program to come off of and stay off of freezes.
